How to Choose a SIP Trunk for VICIdial and AI Voice Bots:
7 Criteria That Decide It

There is no single best SIP trunk for a VICIdial® or AI-voice-bot floor. The right one passes seven checks: it allows dialer and AI traffic in writing, gives you enough calls per second and channels, bills in increments that suit short calls, handles caller ID and STIR/SHAKEN, tolerates your short-call mix, and answers traceback requests. VoiceOI does not sell trunks or endorse a carrier; any SIP carrier works through the Carrier Manager.

The Short Answer

No SIP trunk is best for every floor, and a carrier's own comparison page will not be neutral about it. Use the seven checks below, and get each answer in writing before you move traffic.

VoiceOI does not sell SIP trunks, phone numbers or minutes, and it does not recommend a carrier. Any SIP carrier works once its sip.conf or pjsip.conf block is pasted into the Carrier Manager. Twilio and Telnyx are ordinary SIP trunks from that point of view.

The facts below come from each carrier's and regulator's own pages, read on October 1, 2026. Limits and prices change, so confirm them with the carrier before you buy.

The Seven Checks, One by One

Each check has the carrier or regulator wording behind it, so you can verify it yourself.

    Does the carrier allow dialer and AI voice traffic?

    Read the acceptable-use policy before the price list. The Telnyx Acceptable Use Policylists "auto-dialing or predictive-dialing (sometimes referred to as 'robo-dialing')" among improper and inappropriate uses, alongside abandoned calls above thresholds Telnyx sets, yet Telnyx also publishes a help-center guide to configuring a VICIdial IP trunk with Telnyx. Twilio's acceptable-use policy does not mention dialers, but its Voice Services Policysays "You must not have, in a given month, (a) a high volume of unanswered outbound voice call attempts from a single originating phone number or (b) a low average outbound voice call duration."
    • Ask support to confirm in writing that outbound auto-dialed and AI-voice campaigns are allowed on your account.
    • Ask which thresholds apply and what happens when you pass them: a warning, a surcharge or a suspension.

    How many calls per second can it start?

    CPS is how fast you can start calls, not how many are active at once, and Plivo's documentation notes that its platform rejects attempts above the limit instead of queueing them. Defaults differ a lot. Twilio's limits pagelists "1 Trunking termination call per second (CPS)" that "you can increase up to 5 CPS in console," and says accounts without an approved Business Profile cannot self-serve CPS updates. Telnyx's help centersays standard SIP trunking traffic is "limited to 20 CPS per source IP address or SIP username by default," answers anything above with a 503 error, and adds a surcharge based on your monthly 95th-percentile peak CPS (the first 5 CPS free, then $12 per CPS from 6 to 25 CPS, as read October 1, 2026).
    • Sizing rule from Plivo: divide your peak concurrent calls by your average call duration in seconds.
    • Illustration: 100 bots on calls that average 30 seconds need about 3.3 calls per second (100 / 30). If answering machine calls pull the average down to 10 seconds, the need rises to 10 calls per second.
    • Ask how long it takes to raise the limit, and what the carrier needs from you to do it.

    How many concurrent channels do you get on day one?

    One VoiceOI bot holds one call at a time, so 100 bots need 100 channels. Twilio lists "Unlimited concurrent calls," dependent on carrier support, and says new accounts without an approved Business Profile have limited concurrent calls. Telnyx's help centersays "by default you are set to a global value of 2 concurrent outbound calls," rising to 10 "upon approval for Level 2 verification," with higher limits available on request.
    • Ask for the channel limit in writing, and for the lead time to raise it to the number of bots you plan to run.
    • Ask whether the limit applies per trunk, per account or per source IP.

    How does the carrier bill short calls?

    Answering machine detection ends calls early, so short calls are normal on a bot floor. Telnyx says its increment is 60/60 and gives the example that an 11-second call is charged for 60 seconds. Twiliosays partial minutes under 60 seconds are rounded up to the next full minute, including on Elastic SIP Trunking. Plivo's billing documentation lists per-second (1/1) billing for its US trunking, while its pricing pagesays "Billing interval for the US and Canada is 6/6," so check the contract, not only the docs.
    • Arithmetic: an 8-second answering-machine hang-up is billed as 60 seconds at 60/60, 12 seconds at 6/6 and 8 seconds at 1/1, a 7.5 times difference on that one call.
    • Ask for the increment on outbound US calls and any minimum charge, then model your cost on your own mix of machine and human answers.

    Who attests your caller ID, and at what level?

    Under STIR/SHAKEN the originating provider assigns the attestation level. The FCC describes A-level as asserting that the provider can confirm the identity of the subscriber and that it is using its associated telephone number, B-level as confirming the subscriber but not the number, and C-level as asserting only that the provider is the point of entry to the network (FCC Triennial Report, footnote 15). For a floor, the level usually follows where the number came from: Telnyx says to expect A for numbers purchased in its portal and B for numbers not bought there, and Twilio ties full attestation to a Business Profile and Twilio numbers. Attestation is not reputation: TransNexus reported that in March 2026, 89.8% of the calls authenticated by prolific robocall signers had an A-level attestation.
    • Ask which level your numbers get, and what you must do to qualify for A.
    • Read the carrier's caller ID rules: Twilio says PSTN termination calls must use verified caller IDs.

    How does the carrier treat short and unanswered calls?

    Carriers watch call patterns. Telnyx defines short duration calls as outbound calls of 6 seconds or less, permits "15% of your traffic to be SDCs," and states "We do not support use cases that require Short Duration calls through our network" (Telnyx help center). Plivo's documentation sets a limit of less than 20% of volume for abandoned (zero-second) calls and for calls of 6 seconds or less, and warns that "an agent that detects an answering machine and immediately disconnects generates short-duration calls at scale" (Plivo docs).
    • VoiceOI ends the call when a machine is detected and does not leave a voicemail, so machine-heavy lists produce short calls. Tune answering machine detection and track the share of calls under 6 seconds in your own call logs.
    • Ask for the thresholds in writing. Carrier "abandoned" definitions are not the same as the US abandoned-call rule covered in our guide to dialer types.

    Will the carrier answer a traceback, and is it in the Robocall Mitigation Database?

    FCC rules require providers to "respond within 24 hours to all traceback requests from the Commission, law enforcement, and the industry traceback consortium," to file in the Robocall Mitigation Database, and to "accept calls directly from a domestic voice service provider only if that voice service provider's filing appears in the Robocall Mitigation Database" ( 47 CFR 64.6305).
    • Ask who handles traceback requests and what the carrier does when one of your numbers is flagged.
    • Ask for the carrier's Robocall Mitigation Database listing and check it yourself.

How a SIP Trunk Plugs Into VoiceOI and VICIdial

In VoiceOI you add the carrier in the Carrier Manager by pasting the sip.conf or pjsip.conf block your carrier gives you. The manager reloads on save, and bots dial through it. The setup guides are the Twilio SIP trunk guide, the Telnyx SIP trunk guide and the SIP trunk guide for any carrier.

If you run VICIdial, carriers are set up in VICIdial's own admin, and bots join your campaigns as remote agents (VICIdial AI integration). Either way, the trunk carries dialing, answering machine detection and transfers. Your carrier bills the minutes, and VoiceOI bills per bot with no per-minute AI fee.

Questions to Ask Any Carrier Before You Sign

Copy these into an email to sales or support, and keep the answers.

  • Is outbound auto-dialed and AI-voice traffic allowed on my account, in writing?
  • What are my CPS limit and my concurrent-channel limit today, and how long does it take to raise them to the numbers I need?
  • What is the billing increment for outbound US calls, and is there a minimum charge per call?
  • What attestation level do my numbers get, and what do I need to do for A?
  • What thresholds apply to short and unanswered calls, and what happens when I pass them?
  • Who answers traceback requests, and are you listed in the Robocall Mitigation Database?
  • What caller ID rules apply when I show a number you did not supply?
  • What is your process when one of my numbers is flagged as spam?

Red Flags Before You Move Traffic

None of these proves a carrier is wrong for you. Each is a reason to ask more questions first.

  • A carrier that will not state its dialer or AI-voice policy in writing.
  • Pricing that quotes channels but not CPS, or CPS but not billing increments.
  • Limits that apply to new accounts until a verification step you have not completed yet.
  • A promise that an attestation level or a number pool will stop spam labeling. Attestation says who vouches for a number, not how analytics apps will label it.
  • No named contact for traceback or abuse reports.

What is the best SIP trunk for VICIdial?

There is no single best carrier, and a carrier's own comparison page will not be neutral about it. Can I use Twilio or Telnyx for AI voice bots?

Yes, as ordinary SIP trunks: paste the carrier's sip.conf or pjsip.conf block into the Carrier Manager and bots dial through it. Read each carrier's acceptable-use and voice policies first, because they treat dialer traffic and short calls differently. VoiceOI does not require or endorse any particular carrier.

How many calls per second (CPS) do I need?

Plivo's documentation gives a rule of thumb: divide your peak concurrent calls by your average call duration in seconds. For example, 100 bots on calls that average 30 seconds need about 3.3 calls per second, and the need rises if many calls end within a few seconds on answering machines. Compare the result with the carrier's default CPS limit.

Does A-level STIR/SHAKEN attestation stop my calls being labeled as spam?

No. Attestation says how confident the originating provider is about who is calling and whether they may use the number. Labels come from analytics apps and networks. TransNexus reported that in March 2026, 89.8% of the calls authenticated by prolific robocall signers had an A-level attestation.

Do short answering-machine calls cost extra?

They can. At a 60/60 increment an 8-second call is billed as 60 seconds, at 6/6 as 12 seconds and at 1/1 as 8 seconds. Some carriers also limit the share of very short calls. Model your cost on your own mix of machine and human answers.

Does VoiceOI sell SIP trunks, phone numbers or minutes?
