IVR or AI Voice Agent: Which one should you buy?
Outbound IVR vs AI voice agent is a choice between a scripted recorded-voice bot and an AI agent that answers in its own words inside limits you set. Both place the call, both can qualify a lead and both can pass a qualified call to a person, but they behave very differently when the person on the other end says something unexpected. Picking the wrong one is a common reason an outbound campaign sounds robotic or drifts off script. This guide explains how each works, where each fits, what each costs to run and what the TCPA means for both.
The recorded-voice bot (outbound IVR, done well)
A recorded-voice bot plays real recordings, or lines generated in a voice you pick, and follows a branching script you designed. "If they say yes, play this. If they say no, play that. Strengths
- It sounds like a recording, because it is one. There is no synthetic giveaway on the lines you recorded.
- It is predictable. Every call follows a path you designed, which suits tightly scripted campaigns.
- It is easy to keep consistent across thousands of calls, and easy to review, because the possible wording is a fixed list.
Limits
- It only has answers for what you anticipated. An unexpected question falls back to whatever branch you set for "anything else".
- Changing the conversation means changing the script and testing it again.
Best for: high-volume campaigns where the first 30 seconds are always the same, such as simple lead qualification.
The AI voice agent

What controls surround both
An AI agent should not be trusted to decide everything on its own word, and a recorded-voice bot still needs guardrails. The product adds controls around either type:
- Do-not-call requests end the call, and the outcome is recorded.
- Answering machines are detected, and the call ends and is logged.

TCPA basics for both kinds of bot
Both bot types use a voice that is not a live person, so both fall under the same US rules. The TCPA covers calls that use a prerecorded or artificial voice, and since the FCC's February 2024 ruling AI-generated voices count as artificial voices too. Telemarketing calls with either generally need the called party's prior express written consent (law firm summary). A recorded-voice bot is not exempt just because the lines are recordings.
